Book excerpt: This document describes plans, policies, and procedures that have been developed for the immediate introduction and interim administration of a Wage and Salary Stabilization Program in the undamaged areas of the country following an attack on the United States. It is based on broad policy guidance contained in Chapter 13 of the National Plan for Emergency Preparedness and is a program that will be Federally administered. This document, while directed to a Federally administered program, will serve as guidance to personnel involved in other aspects of "direct" controls. Separate documents have been prepared covering the role of State and local governments in the actual administration of price and rent controls and a consumer rationing program in such emergency.
