Book excerpt: The main objective of the book is to analyse how the European Union can obtain a leading position in the global fight against trafficking in persons. The research aims to give an overall picture of the phenomenon and draws up a list of recommendations that closes the gap in current legislation, enforcement and practices. The list of recommendations is suggesting a comprehensive strategy that is inevitable to effectively combat trafficking in human beings. The research intends to be a pioneer as it establishes a comprehensive set of recommendations of actions that each Member State and the European Union as a whole should take at local, national and international level. The recommendations follow the so-called "3P" approach, namely prevention, prosecution of traffickers and protection of victims - an approach invented by the Palermo Protocol and supported by the Council of Europe Convention, while the author widens the approach by another "P," partnership which is present in recent debates about the fight against trafficking in human beings. The recommendations are categorised by the level where actions should be taken and within each level by type of the "3+1 P" approach.
