The Department's remit was to maintain a constant level of low-level fear amongst the population, thus enabling their manipulation through the media. As he neared the top of the hierarchy, Sir Ralph was entrusted with darker secrets of international importance. His fine-tuned political senses informed him that change was in the air. By the late 1980s, he knew a dramatic shift on the world stage was expected, even imminent; but the low-key manner in which it happened surprised everyone. He wanted his memoirs published posthumously because he wanted to create the biggest stink in British political history. He wanted to tell the truth.
