Book excerpt: Hurricane Florence (2018) brought record breaking rainfall, historic storm surge levels, and high winds, all causing extensive property damage to eastern NC. After the storm, the North Carolina General Assembly passed two session laws (2018-136 and 2018-138) allocating a total of $11.6 million of aid for the commercial fishing industry. Session Law 2018-138 defined eligibility requirements. Based on these requirements, the North Carolina Trip Ticket Program distributed aid to eligible commercial fishermen based on their potential losses of Sep-Nov 2018 (compared to their average landings in Sep-Nov from 2015 to 2017). In total, 1,176 participants in 39 counties received aid. Carteret County had the highest number of fishermen receiving aid (246 participants); Dare County received the highest amount of aid (over $2.3 million).
