Book excerpt: The Department of Water Resources' preferred alternative includes the Route 1 alignment of the North Bay Aqueduct plus urban water conservation programs that will be implemented through enforceable institutional means. This alignment diverts Sacramento-San Joaquin Delta water for M and I use in Solano and Napa countries from Cache Slough in eastern Solano County by underground pipeline to tie into existing Phase I aqueduct facilities near Cordelia, California. The measures presented in these draft plans include measures currently implemented in the service areas and new measures suited to the character and needs of the service areas and new measures suited to the character and needs of the service area. Negotiations in progress between the Department of Water Resources and North Bay Aqueduct contracting agencies are designed to establish conservation programs that will be implemented through enforceable institutional means including goals or specific conservation measures. Such programs will be reasonable, practical, and economically achievable. The Final ES/EIR is divided into three sections. Section 1 is a general response to major comments on the Draft ES/EIR and a detailed explanation of all changes made to Chapter 3.0 of the Draft ES/EIR, which describes water needs and alternatives. Section 2 contains copies of the written comments received and specific responses to them. Section 3 consists of corrections and additions to the Draft ES/EIR, presented of their appearance in the draft report.
