The purpose was to develop and implement a damage assessment guideline. Document review, survey instruments, interviews and personal communications were used to answer the action research questions: what major weather events or disaster will likely impact Edina, why are rapid damage assessments important, how do others conduct damage assessments, and what should be included in a rapid damage assessment. Results indicated man-made and natural disasters impact Edina, rapid damage assessments are important, and there are best practices available from others that should be included in Edina's rapid damage assessment guideline. Recommendation is to develop, implement and evaluate a rapid damage assessment guideline for the Edina Fire Department.
