Book excerpt: This document sets out the Governments strategy for immigration and asylum for the next five years, based on a managed migration policy which recognises the benefits which migrants bring to the UK economy. It contains chapters which cover: the policies for determining entry to the UK; permanent settlement, citizenship and access to benefits and public services; the secure borders policy for an integrated pre-entry border and in-country control system; and the removals policy for asylum seekers whose applications have been rejected. Key measures include the introduction of a single points-based system for all those who wish to come to the UK to work; allowing only skilled workers to settle long-term in the UK and the phasing out of low skilled migration schemes; the introduction of English language tests for everyone wishing to stay permanently in the UK; an end to chain migration for relatives of those given permanent residence; fingerprinting of all visa applicants to prevent people concealing their identify after entry and screening for TB; introduction of fixed penalty fines for employers for each illegal worker employed; the introduction of a new asylum system, with fast-track processing of applications, increased detention of failed asylum seekers and the use of electronic tagging.
