A Trust Fund was set up to finance clean up sites when a liable party cannot be found or the third party is incapable of paying clean up costs. The Trust Fund also pays the EPA for mgmt., enforcement, and R&D. The Environ. and Natural Resources Div. (ENRD) enforces CERCLA¿s civil and criminal pollution-control laws. EPA reimburses the ENRD for its litigation costs. This audit determined if the cost allocation process used by the ENRD provided an equitable dist. of labor costs, other direct costs, and indirect costs to Superfund cases from FY 2006-08. Illus.
