And in November 2014, just three weeks into the mandate, President Juncker launched the Investment Plan for Europe. The Juncker Plan has three objectives: to make smarter use of financial resources; to provide visibility and technical assistance to investment projects; and to remove obstacles to investment and improve the business environment in the EU. The European Fund for Strategic Investments (EFSI) provides a first loss guarantee under the EU budget to the European Investment Bank (EIB) Group, allowing it to invest in more, and often riskier, projects. The original investment target was €315 billion by mid-2018, which is well on track.
