Book excerpt: The purpose of this document is to assist Corps of Engineers field office personnel in evaluation of NED benefits for nonstructural measures by use of economic concepts, interpretation of regulatory procedural documents and numeric examples. The report is intended to be used as a guide in NED benefit analysis studies of nonstructural measures. It describes the applicability of different benefit classifications (inundation, intensification and location) with respect to implementation of various nonstructural measures. Narrative examples and summary tables for quick reference are contained in the main body of the text and numeric examples displaying simplified computations are contained in an appendix. (Author).
